Limit security deposits to one month's rent, and make landlords explain any deductions

Cost
No new cost to the city.
Where
Citywide
In plain words
Landlords could charge a deposit of no more than one month's rent (plus up to $300 for a pet). When you move out, they would have 21 days to give you a written list of anything they keep money for, with receipts.
Who it affects
- A renter: Moving in would cost less upfront, and it would be easier to get your deposit back when you leave.
- A student: Many students pay two months' deposit today. This would cap it at one.
- A homeowner: If you rent out a unit, you would need receipts for deductions over $125.
Arguments for and against
👍 Why some support it
- Moving costs often add up to 3 months' rent at once.
- Deposit disputes are the #1 complaint to the city's housing line.
👎 Why some oppose it
- Small landlords say one month doesn't cover major damage.
- Could lead landlords to screen tenants more strictly.
